The National Assembly Committee of Powers and Privileges has concluded hearings into complaints against the conduct of a House Committee Member and Chairperson.
The matter arose from a complaint submitted to the Office of the Speaker by the outgoing Chairperson of the National Cohesion and Integration Commission (NCIC), Rev. Dr. Samuel Kobia, alleging harassment, hostility, and demeaning treatment by the former Chairperson of the Public Investments Committee on Governance and Education and Member for Bumula, the Hon. Jack Wanami Wamboka.
The complaint was formally communicated to the House on 22 April 2026 and subsequently committed to the Committee of Powers and Privileges, chaired by Ainabkoi MP, the Hon. Samuel Chepkonga, for investigation and determination.
Established under the Parliamentary Powers and Privileges Act, 2017, the Committee is mandated to investigate complaints relating to the conduct of Members of Parliament and to report its findings and recommendations to the House.
The Committee considered two principal charges against Hon. Wamboka. The first allegations of harassment of Commissioners and staff appearing before the Public Investments Committee on Governance and Education, including claims that they were subjected to hostility and demeaning treatment contrary to the Constitution, the Parliamentary Powers and Privileges Act and the Leadership and Integrity Act.
The second charge related to allegations of soliciting financial inducements as a precondition for granting audience or favourable consideration of matters before the Committee, contrary to provisions of the Constitution, the Parliamentary Powers and Privileges Act and the Leadership and Integrity Act.
During the inquiry, Rev. Dr. Kobia appeared before the Committee accompanied by his advocate, Mr. Robin Bundi of Bundi & Co. Advocates, and presented evidence in support of the allegations.
Hon. Wamboka also appeared before the Committee and was represented by a legal team comprising Mr. Bryan Khaemba of Bryan Khaemba & Co. Advocates, Mr. Nelson Havi of Havi & Company Advocates and Senator Edwin Sifuna.
In conducting the inquiry, the Committee relied on sworn testimony, written submissions, Hansard reports, and audio recordings of Committee proceedings.
Following the conclusion of the hearings, the Committee will now deliberate on the evidence presented before preparing its report for tabling in the House on Tuesday, 9 June 2026, in accordance with the prescribed timelines.
