Decentralized Funds Accounts Committee meets Bomet NG-CDF Accounts Managers over Audit Queries

Bunge Towers,
Tuesday, June 2,2025

The National Assembly Committee on Decentralized Funds Accounts, chaired by Mwingi Central MP Hon. (Dr.) Gideon Mulyungi, held a sitting today, to scrutinize the use of funds in Bomet Central and Bomet East constituencies for the financial years 2013/14 to 2022/23.

During the meeting at Bunge Towers, the office of the Auditor General raised concerns about the use of funds by the two Constituencies. Among the issues of concern are stalled classroom projects across the regions.

The audit report revealed that the projects lacked completion evidence, and responses to audit queries had not been provided. This prompted MPs to question the management of funds and timelines.

The Finance officers who appeared before the committee asked for more time to gather and submit the required documents. They blamed project delays on project management committees’ inefficiencies but insisted that some of the projects were eventually completed as at the time of today’s meeting.

MPs were not satisfied with the explanation. Hon. Martin Wanyonyi (Webuye East) pressed for answers, questioning why there were delays despite availability of funds. “What really caused these delays?” he asked.

Hon. (Dr.) Mulyungi demanded more transparency. He questioned Fund Manager Naftali Silas, who said procurement at the local level was a major challenge.

The Chair dismissed the response, saying, “You’re not telling the truth. Why is it only one project had all these issues?”

Hon. Dorothy Muthoni (Meru) noted that no audit responses were submitted for the three flagged schools. Hon. Stephen Mugaka (North Mugirango) added that there was no evidence of project completion spanning several years.

The committee instructed the Auditor General to conduct physical inspections and submit a detailed report.

Fund Managers Naftali Silas, Jacinta Mitambo, and John Ongeri were in attendance. Silas and Ongeri were given one week to compile the missing documents and reappear before the committee.
