The Budget and Appropriations Committee has concluded its series of meetings with all twenty Departmental Committee Chairpersons regarding the Budget Estimates for Ministries, Departments, and Agencies (MDAs) for the Financial Year 2025/26.

Chaired by Hon. Samuel Atandi (Alego Usonga), the Committee today received final submissions from the Chairperson of the Departmental Committee on Finance and National Planning, Hon. Kuria Kimani (Molo), who proposed several amendments to the current budget allocations under his Committee’s oversight.

Hon. Kimani recommended a reduction in specific allocations to the National Treasury and an additional Kshs. 800 million to facilitate the government's transition from a cash-based to an accrual-based accounting system. This transition aims to improve fiscal reporting and transparency at both the national and county levels.

To enhance revenue collection and efficiency, Hon. Kimani proposed an additional Kshs. 600 million to support the Kenya Revenue Authority (KRA) in modernizing its systems and strengthening its digital infrastructure.

He further called for the allocation of Kshs. 550 million to implement a fully digitized e-procurement System across government institutions.

"The e-procurement System will automate the entire procurement cycle, from tender advertisement and bid submission to evaluation, contract award, and payment, eliminating manual procedures that are often slow and prone to errors or manipulation," said Hon. Kimani.

"By providing a centralized digital platform, the system will facilitate open and competitive bidding, ensuring fairness and equal opportunity for all suppliers," he added.

Additionally, Hon. Kimani proposed a further Kshs. 350 million to support the rollout of the Single Treasury Account (STA) initiative. The STA is intended to enhance financial accountability by consolidating all revenues and appropriations collected by MDAs and the National Treasury into a unified treasury account.

The Budget and Appropriations Committee will now deliberate on these and other proposals submitted by the various Committee Chairpersons as it prepares its final report for tabling in the National Assembly.

Later in the day, the Committee held a separate session with the Parliamentary Service Commission to review its Budget Estimates.
