Budget and Appropriations Committee begins receiving submissions from Departmental Committees on fy 2025/26 budget estimates

Wednesday, May 21, 2025.

The Budget and Appropriations Committee, chaired by Hon. Samuel Atandi (Alego Usonga), has commenced the process of receiving submissions from Chairpersons of Departmental Committees on the proposed Budget Estimates for the Financial Year 2025/26. These submissions pertain to the Ministries, Departments, and Agencies (MDAs) under their respective oversight.

Appearing before the Committee, Hon. Richard Chonga (Kilifi South), Chairperson of the Departmental Committee on Labour, recommended amendments to the proposed allocations for State Departments under his committee’s purview. He advocated for additional funding to address critical shortfalls in key areas.

Hon. Chonga also raised concerns over significant discrepancies between the FY 2025/26 Budget Estimates and the ceilings approved in the 2025 Budget Policy Statement (BPS). He noted that several MDAs and Commissions deviated from the BPS allocations without providing justifications, a situation he described as indicative of weak linkages in the budget preparation process and non-compliance with resolutions of the House.

Meanwhile, Hon. Peter Lochakapong (Sigor), Chairperson of the Regional Development Committee, proposed increased allocations to support priority projects. These include Kshs. 930 million for the State Department for Devolution, Kshs. 4.5 billion for the State Department for Special Programmes, and Kshs. 1.003 billion for the State Department for ASALs and Regional Development.

The Committee is expected to continue receiving submissions from other Departmental Committee Chairpersons tomorrow.
