The reports highlight significant governance, operational, and financial management challenges within the Authority, particularly concerning the ownership and security of strategic public land, management of stalled and terminated infrastructure projects, and overall procurement inefficiencies.
Despite being tasked with managing Kenya’s airports, KAA failed to secure ownership of important land, allowing it to be grabbed or used by private individuals—even in cases where the courts had ruled in KAA's favor. In some instances, the Authority simply did nothing to recover these properties.
The Report also indicates that several major projects were either delayed, poorly managed, or abandoned altogether—despite millions of shillings having been spent. Many of these projects lacked proper planning or approval, raising concerns about misuse of public funds and ineffective leadership at the time.
The Implementation Committee’s objective is to ensure full, timely, and effective implementation of the recommendations contained in the 23rd Public Investments Committee.
Given that the current management at the Authority is newly in office, KAA sought a two-week timeline to provide a comprehensive response.
