The Departmental Committee on Transport and Infrastructure, led by Hon. George Kariuki, this morning conducted hearings to consider Mr. Aden Abdi Millah for the position of Principal Secretary in the State Department for Shipping and Maritime.
The Committee's review follows his recent nomination for appointment by H.E. the President for the Position the Constitution. The session was conducted pursuant to the Public Appointments (Parliamentary Approvals) Act, and the National Assembly's Standing Orders.
Mr. Aden Abdi Millah holds a Master of Business Administration from Mount Kenya University, a Bachelor of Electrical Engineering from the University of Minnesota, Institute of Technology Twin Cities, and a diploma in Electrical Engineering from Jomo Kenyatta University of Agriculture & Technology.
He began his career as a technician at the Kenya Power and Lighting Company, working his way up to Engineer and later Engineer Incharge while working for overseas organizations.
Mr. Millah later transitioned to public service at the National Transport and Safety Authority (NTSA), eventually becoming Deputy Director and Head of Department, Motor Vehicle Registration – a position he held before his nomination as Principal Secretary.
The hearings focused on whether Mr. Millah meets the constitutional requirements for leadership and integrity, and if he has faced any court charges in the past three years, as required by Article 75(1) of the Constitution. The Committee also explored potential conflicts of interest.
The lawmakers questioned Mr. Millah on his strategies for developing Kenya's maritime and shipping sectors.
They also questioned him on his plans to revitalize Bandari College, encourage public-private partnerships for vessels in Kenyan waters, and identify and develop underutilized resources within the sector, if approved.
The Committee will now review Mr. Millah's written and oral submissions before preparing a report recommending whether or not he should be approved for the position to the House for consideration.
