The National Assembly Committee on Administration and Internal Security, chaired by Narok West MP Hon. Gabriel Tongoyo, has concluded a two-day review of the Budget Policy Statement, during which six departments and agencies under its purview presented their budgets.
The six are: the National Police Service (NPS), National Police Service Commission (NPSC), Office of the Deputy President, State Department for Parliamentary Affairs, State Department for Cabinet Affairs, and the Executive Office of the President โ Performance and Delivery Management.
A document presented to the Committee by the Principal Secretary, State Department for Cabinet Affairs, Dr. Idris Salim Dakota, indicated that the department requires a budget of Ksh. 767 million. However, they have been allocated Ksh. 274.4 million.
According to Mr. Dakota, some of the activities that will be affected include the implementation of Cabinet decisions, value-for-money public sector reforms, development of an electronic documents and records management system, special government initiative development guidelines, communication systems, and office furniture.
Appearing before the Committee, the Secretary Administration, State Department for Performance and Delivery Management, Mr. Chimwaga Mongo, stated that the proposed capital projects for the FY 2025/26 are divided into two: the Government Performance Management Programme and the Government Innovation Coordination Programme. These will require budgets of Ksh. 204.3 million and Ksh. 300 million, respectively, totaling Ksh. 504.3 million.
The Office of the Deputy President, led by the Principal Administrative Secretary, Mr. Moses Mbaruku, has tabled a proposed budget allocation of Ksh. 3,447 million, with Ksh. 3,347 million allocated for recurrent expenditure and Ksh. 100 million for development expenditure.
According to Mr. Mbaruku, key programmes the office will focus on in 2025 include supporting the governmentโs strategic interventions in the agriculture sector, deepening the framework for engagement with Constitutional Commissions and Independent Offices, and fostering intergovernmental relations between the National and County Governments.
The State Department for Parliamentary Affairs has raised concerns over budget cuts affecting its operations, stating that most of its activities and programmes are being impacted.
The department, whose key mandate is to coordinate the identification, prioritization, and enactment of policies and legislation necessary to achieve the national development agenda, has been allocated Ksh. 391 million for the FY 2025/26.
